dc.description.abstractThe paper presents a multi-layered policy analysis of the Global Financing Facility (GFF) documents such as Investment Cases and World Bank Project Appraisal Documents for 28 countries. It compares tracer themes (maternal/newborn health, adolescent health, community health, quality) and examines policy processes in Burkina Faso, Mozambique, Tanzania, and Uganda. The study also quantifies GFF financing (~USD?14.5?billion via 30 PADs) and identifies power imbalances, transparency issues, and variations in community health emphasis.
