dc.description.abstractThis report examines the National Higher Education Financing Model (NHEFM) in Kenya and assesses its effectiveness in expanding equitable access to higher education. It analyzes the model's design, including eligibility criteria, funding allocation mechanisms, and the shift toward a needs-based system. Using insights from students, administrators, and policymakers, the study highlights challenges such as limited awareness, implementation gaps, insufficient funding for vulnerable learners, and administrative barriers. Recommendations include strengthening governance structures, improving communication, ensuring transparency in assessments, and increasing domestic financing to ensure the NHEFM benefits all eligible learners.
