Abstract
In Kenya, the first COVID-19 case was reported on 13th March 2020 (Tyce, 2020). This led to a number of education policy decisions as well as decisions aimed at containing the
spread of the disease (Kenya Human Rights Commission, 2020). In this study we synthesise existing evidence and examine stakeholder responses to the use of distance learning solutions during the pandemic and beyond. We also discuss the need to ensure that a cross-cutting focus on marginalised and vulnerable children is incorporated into policy responses. The overall methodology was a desk review to synthesise existing evidence, secondary data analysis to understand the reach and use, and limited qualitative primary data to understand the perceptions of stakeholders.
