Abstract

This study analyzed how gender considerations are integrated into four major health policy implementation strategies in Kenya. Through document review and stakeholder interviews, the study found that although gender is frequently referenced in policy documents, operationalization remains limited and inconsistently monitored. Structural, cultural, and resource constraints hinder effective gender mainstreaming. The study calls for clearer accountability mechanisms and stronger institutional commitment to achieving gender-responsive health systems.
